In 1992, Brother Glen Everette Jenkins experienced a life-changing event. While incarcerated at the Fauquier County Jail, he confessed Jesus Christ as his Lord and Savior. Upon his release from prison, Brother Jenkins returned to his church home, New Light Church of Christ, where he was baptized and filled with the gift of the Holy Spirit. 

A year later in 1993, Brother Jenkins was called into the ministry and sat under the instructions of Bishop Morris R. Lane and Elder James Gordon. He also attended Jericho Christian College where he studied various classes under the Biblical Theology curriculum, which included Biblical Chronology, Growing up Spiritually and the Old Testament Studies. While attending the college, Minister Jenkins met his "help meet", Marguerite Avans, and on November 16, 1996, they began their covenant relationship of marriage. They have been blessed with four wonderful children: Porsche', Cameron, Glen II, & Doris; one son-in-law, Larrenta; and four grandchildren: India, Akira, Sa'Niyah and Diasian . 

In 1999, Minister Jenkins was ordained to the office of Elder under the tutelage of Bishop Jerlette Mickie at the New Light Church of Christ. During this time, God showed Elder Jenkins a vision to start a construction company. Elder Jenkins did not realize how important the business and some of its employees would be towards assisting with other life changing experiences. 

Pastor Jenkins was again prompted by the Holy Spirit to begin a work for the Lord in areas which were dear and familiar to him—the prisons, to those who have been lost and hurt, assisting those in the community and with the youth. Pastor Jenkins, along with his wife, First Lady Marguerite was led by the Lord to Manassas, Virginia to set up work for the up building of the Kingdom of God. The City of Refuge Ministry was established and dedicated unto the Lord on October 10, 2004. 

The City of Refuge is a ministry that is centered on winning souls unto Christ. The Lord has blessed this ministry to be equipped with all essential gifts, both naturally and spiritually as he protects, covers, and teaches men and women through the leadership of Pastor Glen Everette Jenkins.
